Title: Throttle valve and IAC

Is throttle valve supposed be fully closed when idle if there is IAC in system?

no, that's not necesary

On most road cars, once the engine is running I set the throttle plate to achieve minimum required idle with IACV closed.

yes, i believe that's the right way, simplest way to control idle later
